The hassle is not worth it
It probably has more to do with the fact that the PSN store is region locked, so codes for the NA users likely won’t work for EU or JP users
I thought we lived in a time where there was no such thing as region locked games.
Kind of. The consoles themselves (At least the PS3, PS4 and X-Box One anyway) aren’t region locked. Sony and Microsoft leaves it up to the individual game publishers to decide if they want to region lock a game. The only disc based game on the PS3 that was region locked was Persona 4:Arena and it’s sequel. That was done to try and curb “reverse importing”, which is where Japanese fans will, instead of buying the Japanese release, take advantage of the exchange rate to import the US version for a much lower price.
But, that’s all for disc based games. The digital stores (PSN and X-Box Live Store) are region locked. A lot of that has to do with local regulations. For instance, if you buy Return to Wolfenstien while having a German ip address, you’ll get the German release where the Nazis were swapped out with aliens. Or if you buy a digital copy of Modern Warfare 2 while connected to the RUS servers, you’ll get the game entirely in Russian and the infamous “No Russian” stage removed entirely.
Considering how many games are banned in Germany it could be helpful for them if they could have no region lock.
